YORKSHIRE CENTRE A.C.U. RULES

(Made under the provisions of the Local Centre Bye Laws of the Auto Cycle Union)

  1. NAME & OBJECTIVES

(a)             The name shall be:    THE YORKSHIRE CENTRE AUTO CYCLE UNION

(b)             The objectives of the Centre shall be those laid down in the Constitution of the Auto Cycle Union and the affairs of the Centre shall be managed by the Centre Board

  1. CONSTITIUTION OF THE CENTRE BOARD

(a)             The Officials of the Centre Board shall be

  • A President (who could also be Chairperson)
  • Chairman
  • A President Elect
  • All Past Presidents of the Centre
  • Ten Vice Presidents
  • Secretary
  • Treasurer
  • Solicitor
  • Centre Noise Inspectors
  • Discipline Recorders
  • Benevolent Fund Officer
  • National Management Council Delegates
  • Centre members of A.C.U. Main Committees

All the Above except the Past Presidents shall be elected at the Annual General Meeting and shall hold office for the twelve months next ensuing, or until successors are Elected.  A President Elect shall be elected from amongst the Ten Retiring Vice Presidents, the Past Presidents or Life Members.

(b)             Any of the foregoing elected Officers who shall fail to attend three successive Board Meetings shall be deemed to have Retired unless they have tendered (and the same been accepted) good and sufficient reasons for absence.

(c)            Two Auditors shall be appointed annually, but their position will not entitle them to act as Ex Officio Members of the Centre Board.

(d)            The Office of President shall be held for one year only (or more if voted in), but at the expiry of the term of Office, that person may be elected as President Elect until the next Annual General Meeting.

(e)            The Emergency Committee shall consist of The Centre President, The Centre Chairman, Centre Secretary, Centre Treasurer and President Elect. A Maximum of five, Minimum of three to sit and Act.

(f)             In addition to the named Officials, the Centre Board shall consist of Delegates from Clubs in membership as follows: – Based on Number of Members affiliated to the ACU from that club at end of the previous year – Not Exceeding 100 members – Two Delegates; One additional Delegate per further 100 Members or part there of:  New Clubs will be entitled to One Delegate for the Year in which they join.

  1. MEETINGS OF THE CENTRE BOARD

(a)             The Standing Orders applicable to meetings of the Auto Cycle Union shall, so far as possible, be applicable to meetings of the Centre Board and in cases of difficulty or doubt the decision of the Chairman shall be final.

(b)             A Quorum shall consist of Five Members

(c)             The Secretary shall send Notice of all Meetings to all Officials and to All Club Secretaries not later than fourteen days prior to the dates of such meetings.

(d)             Club Secretaries shall in turn notify their delegates and notice so given shall be deemed to be good and sufficient notice for Club Delegates

(e)             One meeting held every year shall be the Annual General Meeting of the Centre Board and not less than fourteen days notice thereof shall be given to Officials and Clubs.

(f)              An Extraordinary meeting of the Centre Board may at any time be convened by the secretary on receipt of a requisition, in writing, sent to the Secretary by or on behalf of any five clubs in the Centre.  Such a meeting to be held not less than twenty-one days from receipt of requisition.

(g)             Nominations for Officials and proposed Alterations to the Rules of the Yorkshire Centre Auto Cycle Union shall be made in writing and shall reach the secretary not less than twenty one days before the date of the Annual General Meeting.

(h)             These Rules may be added to, or amended at any Annual General Meeting or Extraordinary General Meeting of the Centre Board

(i)              Visitors may, at the discretion of the Centre Board, attend meetings, but shall not be entitled to Vote

(j)              The President and the Secretary of the Centre Board for the time being shall be ex-officio members of every club in the Centre. Club secretaries shall furnish these officials with copies of all circulars and notices

(k)             In the case of a breach of the Centre Rules by any Club or Official thereof, such Club or Official may, at the discretion of the Centre Board be fined an amount not exceeding the sum stated in Rule 9b, or in the case of a club, may be expelled from the Centre or such lesser penalty as deemed necessary may be imposed

COMPETITIONS
(a) Permit Applications for all events to be made to the Permit Officer clearly stating the Police Authority in which the venue is situated.
(b) Applications for Permits will only be considered against correct applications i.e. those accompanied by a Copy of the Regulations for the event, including names of consenting Clubs invited for Restricted events (not more than 9 including the organising club) and the correct remittance. See Rule 9(a) for Fees
(c) Any monies outstanding at the time an application for a Permit is received by the Permit Officer, will lead to a refusal to issue
(d) A condition of the issue of Permits is that all Supplementary Regulations, Programmes, Announcements, entry Forms or other official communication relating to any meeting or competition shall comply with the provisions of the National Sporting Code, the Standing Regulations of the Auto Cycle Union, the Permit Number quoted, the T.C.C. Number (for speed events) quoted, the value of the Awards stated and these supplied to Club Secretaries involved at least 35 days before the date of the event.
(e) A Permit is valid as stated on Permit Issued for that Event.
(f) A Permit may not be issued more than 90 days before the date of the Event
(g) A club considering the promotion of a National, Regional Restricted or Centre Status event may be required to furnish suitable and sufficient guarantees in writing by not less than three responsible persons, to cover any loss, which may be incurred, and to ensure the published Awards will be duly forthcoming.
(h) Applications for Centre dates will be considered at the Centre Dates Meeting, precedence in the allocation of dates will be given to:
A: Those Clubs having applied in writing.
B: Clubs having a Delegate present at the Dates Meeting.
C: Then if Club represented at the Centre A.G. M.
(i) To protect events which have been allotted Centre Championship Status, No event of the same nature may be run on the same date, unless written permission is obtained from the Club promoting the Centre Championship event and forwarded with the Application for Permit. (A Pre 65 event is considered not to be of the same nature as an event for Modern machines)
(j) A Club may only promote one round of the Centre Championship in any year. The event will be on a Sunday and the date must be agreed prior to the commencement of the championship year and be identified as CC in the calendar.
(k) No Centre Championship Trial should be organised on the same date as a National Trial promoted by a Yorkshire Centre Club
(l) No Events other than those of an entirely dissimilar nature, run under closed permits shall be organised on the date of the Yorkshire Centre Team Trial.
(m) No Motorcycling Events shall be organised within Centre Territory on Remembrance Sunday.
(n) If it is intended that territory outside that designated as Yorkshire Centre Territory is to be used, then written permission from the Secretary of the Centre concerned must be enclosed with the Permit Application.
(o) In all cases of Postponement or cancellation the organising club must notify the Permit Officer within 24 hours of the decision and return the Permit for alteration or cancellation as necessary. Failure to do so will result in loss of the Permit Fee. Bids not made within the specified period will lead to loss of entitlement to run the event at a later date.
(p) All Insurance Premiums, and Levy Payments where appropriate, must be sent with a copy of the programmed, or a list of entrants, or full results within 7 days of the event being run to the Officer who issued the Permit together with the Insurance Declaration Form supplied for onwards transmission to the Insurers. Cheques to be made payable to Yorkshire Centre A.C.U. Adult, Pre-65 and Youth should be listed separately on Results sheets and Insurance Form.
Relevant statistical details of the premiums handled to be maintained by the Permit Secretaries.
(q) A levy of 50p will be charged per competitor for all Yorkshire Centre issued permits

STEWARDS

(a)             The Centre Board will appoint One Steward to assist the A.C.U. Steward at all International and National Events promoted within the Centre.

(b)             The Centre Board will appoint One Steward for all Regional Restricted Events to which the Centre is invited

(c)             The Centre Board will, if considered necessary, appoint One Steward for a Centre status, Restricted or Closed event but the Organising Club must appoint at least one Steward, who may be called upon to submit a Written Report for consideration by the Centre Board

(d)          All Stewards appointed under these Rules shall submit a Written Report (on the prescribed form) for consideration by the Centre Board.

ADULT TRIALS GRADINGS

CENTRE & WEST YORKSHIRE CHAMPIONSHIPS & POINTS
(a) Centre & WY Championship events will have the following routes and are open to the following classes: –

Championship Route: Classes: – Expert, Intermediate, Novice. Youth; A

Clubman’s ‘A’ Route:                  Classes: – O45 Expert, O45 Intermediate, Novice. Youth; B

Clubman’s ‘B’ Route: Classes: – Novice. Youth; C

(Experts & Intermediates who are over 45 may therefore elect to ride Clubman’s ‘A’ route).

Riders may also choose to ride out of class on a non point’s basis.
(b) Centre & WY Championship events will be run under rule TSR22B non- stop. This must clearly be stated on the supplementary regulations.
(c) Ties – Will be resolved in accordance with TSR23 (b).

(d) Centre & WY Trials Championship Points will be allocated down to 15th place only as follows: – 1st-20; 2nd-17; 3rd-15; 4th-13; 5th -11; 6th -10; 7th – 9; 8th – 8; 9th – 7; 10th -6; 11th – 5; 12th – 4; 13th – 3; 14th – 2; 15th – 1.

Points are awarded in each Championship route class (Expert, Intermediate and Novice) and Youth classes separately.

Clubman’s routes points will be allocated in finishing order irrespective of class.

Riders must compete on the correct route and class to be allocated points.

Points are not transferable between routes or classes.
(e) At the conclusion of the Trials Championships, the points from each rider’s results for all rounds will be added together, with the exception of Adult Championship classes who will discount 2 rounds and the rider with the highest number of points in their class will be Champion.
(f) Only Yorkshire Centre Club Members who reside within the Centre Boundary may win a Centre Championship.

(g) The Result of Competition for the Clubs Championship will be based on the cumulative totals of individual scores of Adult Solo Championship riders with Centre residency, for the club the rider indicates on their Entry Form.
(h) Centre & WY Championship Trials should have a course of a least fourteen different sections per lap. Events that have Clubman’s routes must run both A & B routes; route A being a mixture of sections from the Championship route (omitting the more difficult sections) and the Clubman’s B route, selected and identified by the Clerk of the Course. Severity of sections should reflect the competence levels of classes.
(i) Results Sheets for Centre & WY Championship Trials shall be of a detailed nature and shall show finishers in winning order, (or if in entry order be accompanied by an additional sheet listing finishing order), showing riding numbers, names, clubs, grades and marks lost, and Championship Points gained. Adults and Youth should be listed separately. These should also be distributed to the Centre Secretary, Trials Recorder and Centre Clubs.

 FINANCES

(a)             Centre approved Officials for Events will claim for a reimbursement of £30.00 `out of pocket` expenses from the Club organising the Event at which the presence of the Official was required.

(b)             An Account will be submitted by the Club organising the Centre Team Trial, the Centre will reimburse any loss sustained, and surplus achieved surrendered to the Centre.  The Permit will be issued free of charge.

(c)             Expenses for the Managers and Riding Members of the Centre Teams for Inter Centre Competitions may be reclaimed as follows: –

Travel:  The return distance from home divided by 30 (for notional miles per gallon) multiplied by the notional cost shown in Rule 9(c).  The Eligible distance to be reduced if the starting or finishing points are nearer to the venue than home.  Sharing of vehicles to and from events is expected wherever practicable.

Subsistence: The Rates for day and night (if sanctioned) subsistence are shown in Rule 9(d) & (e)

 FEES, FINES AND PAYMENTS

  • Permit Fees (Remittances for these to be made payable to Yorkshire Centre A.C.U.)

Trials, Enduros, Gymkhanas, Moto Ball & Non Revenue Speed Events: –

Revenue Speed Events:

  • Any Fine imposed by the Centre Board or Court authorised by the Centre Board, may not exceed £250.
  • The national cost for Fuel is £6 per Gallon
  • Day Subsistence is £15
  • Overnight Subsistence Maximum of £35
  • The Cost of Entry for the Yorkshire Centre Team Trial shall be £45 per team.

The Awards for the Yorkshire Centre Team Trial shall be: –

Best Overall Performance – The Haggas Shield plus Awards to   the Value of £45 per Team

Best Expert Team – The Ripon Trophy plus Awards to the value of £30 per Team

Best Intermediate Team – The Silchrome Trophy plus Awards to the value of £30 per team

Best Novice Team – The Green Goddess Trophy plus Awards to the value of £30 per team

All Trophies to be held for one year only and returned to the  Centre in time for presentation the following year.

No Team may win more than one Trophy or Award

 RECOMMENDATIONS

(a)             Club Secretaries are asked to notify all other clubs likely to be affected by certain events.

(b)        Entries MAY be accepted on the day for all trials up to and including Centre status. An additional fee may be charged for entries on the day, at the organizing clubs discretion
